Apprendiamo che in data 15/11/2019 l’anarchico Vincenzo Vecchi è stato scarcerato dal carcere di Rennes, in Francia. Vincenzo è stato arrestato l’8 agosto di quest’anno, sempre in Francia, grazie al lavoro congiunto delle polizie francese ed italiana, con l’apporto dell’”antiterrorismo” italiano. Era ricercato e latitante dal 2012 a seguito della sentenza definitiva a circa 11 anni e 6 mesi di carcere per accuse (specificatamente, il reato di “devastazione e saccheggio”) inerenti le giornate di rivolta contro il G8 di Genova (luglio 2001). Contro di lui erano stati emessi due mandati d’arresto internazionali da parte delle procure di Genova e Milano (quest’ultimo legato ad una condanna a quattro anni di carcere per la partecipazione ad una manifestazione antifascista contro il partito “Fiamma Tricolore”, a Milano, nel 2006).

Nel corso di questi mesi il tribunale di Rennes non ha concesso l’estradizione di Vincenzo richiesta dallo Stato italiano, giudicando i documenti forniti da quest’ultimo come insufficienti o manchevoli. Infine, la corte d’appello di Rennes, dopo aver rilevato delle «irregolarità» nel mandato d’arresto legato alla condanna emessa per le giornate di Genova (2001), ha stabilito che venisse scarcerato. Quindi Vincenzo è stato scarcerato il 15 novembre e per il momento dovrebbe poter rimanere in Francia.


Dichiarazione di Vincenzo all’udienza del 7 dicembre 2007 nel processo di primo grado contro 25 imputati per la rivolta contro il G8 del 2001 a Genova:

Innanzitutto vorrei fare una breve premessa: in quanto anarchico, ritengo i concetti borghesi di colpevolezza o innocenza totalmente privi di significato.

La decisione di voler dibattere in un processo di “azioni criminose” che si vogliono imputare a me e ad altre persone, e soprattutto l’esprimere qui le idee che caratterizzano il mio modo di essere e di percepire le cose, potrebbe essere oggetto di valutazioni sbagliate: è necessario quindi precisare da parte mia che lo spirito con cui rilascio questa dichiarazione, dopo anni di spettacolarizzazione mediatica dei fatti di cui si dibatte qui dentro, è quello in cui anche la voce di qualche imputato si faccia sentire. Con questo breve intervento comunque non cerco né scappatoie né giustificazioni: per me sarebbe assurdo anche il fatto che la corte decida che sia legittimo rivoltarsi, non spetta ad essa.

Rileggere dei fatti accaduti sotto una certa ottica, con un certo tipo di linguaggio (quelli della burocrazia dei tribunali per intenderci) non equivale solo a considerarli parzialmente, ma significa distorcerne la portata, la loro collocazione storica, sociale e politica, significa stravolgerli completamente da tutto il contesto in cui si sono verificati.

Quello che mi si contesta in questo processo, il reato di devastazione e saccheggio, implica secondo il linguaggio del codice penale che “una pluralità di persone si impossessa indiscriminatamente di una quantità considerevole di oggetti per portare la devastazione”: per questo tipo di reati si chiedono condanne molto alte, e questo nonostante non si tratti di azioni particolarmente odiose o crimini efferati.

Mi sono sempre assunto la piena responsabilità e le eventuali conseguenze delle mie azioni, compresa la mia presenza nella giornata di mobilitazione contro il G8 del 20 luglio 2001, anzi sono onorato di aver partecipato da uomo libero ad un’azione radicale collettiva, senza nessuna struttura egemone al di sopra di me. E non ero solo, con me c’erano centinaia di migliaia di persone, ognuno che con i propri poveri mezzi, si è adoperato per opporsi a un ordinamento mondiale basato sull’economia capitalista, che oggi si definisce neoliberista… la famigerata globalizzazione economica, che si erge sulla fame di miliardi di persone, avvelena il pianeta, spinge le masse all’esilio per poi deportarle ed incarcerarle, inventa guerre, massacra intere popolazioni: questo è ciò che definisco devastazione e saccheggio.

Con quell’enorme esperimento a cielo aperto fatto su Genova (nei mesi precedenti e nelle giornate in cui si tenne quella kermesse di devastatori e saccheggiatori di livello planetario) che qualche ritardatario si ostina ancora a chiamare gestione della piazza, è stato posto uno spartiacque temporale: da Genova in poi niente più sarebbe stato come prima, né nelle piazze né tanto meno nei processi a seguito di eventuali disordini.

Si apre la strada con sentenze di questo tipo ad un modus operandi che diventerà prassi naturale in casi simili, cioè colpire nel mucchio dei manifestanti per intimorire chiunque si azzardi a partecipare cortei, marce, dimostrazioni… non credo sia fuori luogo parlare di misure preventive di terrorismo psicologico.

Non starò qui a dibattere invece sul concetto di violenza, su chi la perpetra e su chi da essa si deve difendere e via dicendo: questo non per assumere atteggiamenti ambigui riguardo l’utilizzo o meno di certi mezzi nella lotta di classe, ma perché reputo questa sede non adatta per affrontare un dibattito che è patrimonio del movimento antagonista al quale appartengo.

Due parole in merito al processo alle forze di polizia.

Si prova con il processo alle cosiddette forze dell’ordine a dare un senso di equità… i pubblici ministeri hanno voluto paragonare ad una guerra fra bande le violenze tra polizia e manifestanti: senza troppi giri di parole dico solo che io non mi sognerei mai di infierire vigliaccamente su persone ammanettate, inginocchiate, denudate, o in palese atteggiamento inoffensivo, col preciso intento di umiliare nel corpo e nella mente… Sono ormai abituato a sentirmi paragonare a provocatore, infiltrato, ecc., ed è dura, ma essere paragonato ad un torturatore in divisa, no… questa affermazione è a dir poco rivoltante! È degna di chi l’ha formulata.

E poi allestire un processo a poliziotti e carabinieri, giusto per ricordare che siamo in democrazia, significa ridurre il tutto ad un pugno di svitati violenti da una parte, e dall’altra a casi di eccessivo zelo nell’applicazione del codice. Questo, oltre ad essere sinonimo di miseria intellettuale, indica la debolezza delle ragioni per cui sprecarsi al fine di preservare l’attuale ordinamento sociale.

Dal mio punto di vista processare la polizia parallelamente ai manifestanti significa investire le cosiddette forze dell’ordine di un ruolo troppo importante nella vicenda; significa togliere importanza ai gesti compiuti dalla gente che è scesa in strada per esprimere ciò che pensa di questa società, relegando tutti quanti nel proprio ruolo storico di vittime di un potere onnipotente. Carlo Giuliani, così come tanti altri miei compagni, ha perso la vita per aver espresso tutto ciò col coraggio e con la dignità che contraddistingue da sempre i non sottomessi a questo stato di cose e finché i rapporti tra le persone saranno regolati da organi esterni rappresentanti di una stretta minoranza sociale, non sarà l’ultimo. E siccome sono disilluso ed attribuisco il giusto significato al termine democrazia, l’idea che un rappresentante dell’ordine costituito venga processato per aver compiuto il proprio dovere mi fa sinceramente sorridere. Lo Stato processa lo Stato direbbe qualcuno a ragione.

Sicuramente ci saranno delle condanne e non le vivrò di certo come segnale di indulgenza o di accanimento nei nostri confronti da parte della corte. Esse andranno valutate, in qualsiasi caso, come un attacco a tutti coloro che in un modo o nell’altro avranno sempre da mettere in gioco la propria esistenza al fine di stravolgere l’esistente nel migliore dei modi possibile.

Rennes, France: Vincenzo was released from prison (November 15, 2019)

On November 15, 2019, anarchist Vincenzo Vecchi was released from the prison of Rennes, in France. Vincenzo was arrested on August 8, this year, in France, thanks to the joint work of the French and Italian police, with the contribution of the Italian “anti-terrorism”. He was wanted and fugitive from 2012 following a final sentence of about 11 years and 6 months in prison for charges (specifically, the crime of “devastation and pillage”) concerning the days of revolt against the G8 in Genoa (July 2001). Two international arrest requests were issued against him by prosecutors in Genoa and Milan (the latter warrant linked to a sentence of four years in prison for participating in an anti-fascist demonstration against the “Fiamma Tricolore” political party in Milan, 2006).

During these months, the court of Rennes did not grant request of extradition against Vincenzo by the Italian state, judging the documents provided by the latter as insufficient or deficient. Finally, the court of appeal of Rennes, after having detected «irregularities» in the arrest warrant for the sentence issued for the days of Genoa (2001), have decided that he should be released from prison. On November 15 Vincenzo was released from prison and for the moment it should be possible fo him to stay in France.

First of all I would like to make a brief introduction: as an anarchist, I consider the bourgeois concepts of guilt or innocence totally meaningless.

The decision to want to debate in a process of “criminal actions” that are meant to impute to me and to other people, and above all to express here the ideas that characterize my way of being and to perceive things, could be object of wrong evaluations: it is therefore necessary to specify on my part that the spirit with which I release this declaration, after years of media spectacle of the facts debated here, is that in which even the voice of some defendant makes itself heard. With this brief intervention, however, I look for neither loopholes nor justifications: for me it would also be absurd that the court decides that it is legitimate to revolt, it is not up to it.

Rereading facts that happened under a certain point of view, with a certain type of language (those of the bureaucracy of the courts, for instance) doesn’t mean only considering them partially, but it means distorting their scope, their historical, social and political collocation, means completely distorting them from the whole context in which they occurred.

What is being challenged in this process, the crime of devastation and pillaging, according to the language of the penal code implies that “a plurality of people indiscriminately take possession of a considerable quantity of objects to bring devastation”: for this type of crime they demand very high sentences, and this despite the fact that they are not particularly odious actions or heinous crimes.

I have always assumed full responsibility and the possible consequences of my actions, including my presence on the day of mobilization against the G8 of 20 July 2001, indeed I am honored to have participated as a free man in a collective radical action, without any hegemon structure above me. And I was not alone, with me there were hundreds of thousands of people, each with his own poor means, he worked to oppose a world order based on the capitalist economy, which today is called neoliberal… the infamous globalization economic, which stands on the hunger of billions of people, poisons the planet, pushes the masses into exile and then deport and incarcerate them, invents wars, massacres entire populations: this is what I call devastation and pillage.

With that enormous open-air experiment done on Genoa (in the previous months and on the days when that event of planetary devastators and pillagers was held) that some latecomer still insists on calling management of the square, a temporal watershed was placed: from Genoa onwards nothing would have been as before, neither in the squares nor in the trials following possible disorders.

With sentences of this kind it paves the way to a modus operandi that will become a natural practice in similar cases, that is to say to strike in the pile of protesters to intimidate anyone who dares to participate in marches, marches, demonstrations… I don’t think it’s out of place to talk about measures preventive of psychological terrorism.

Instead I am not going to argue here about the concept of violence, about who perpetrates it and about who it must defend itself from and so on: this is not to assume ambiguous attitudes regarding the use or not of certain means in the class struggle, but because I consider this location is not suitable for facing a debate that is part of the antagonistic movement to which I belong.

A few words about the trial on the police.

With the trial of the so-called law enforcement forces is tried to give a sense of fairness… prosecutors wanted to compare violence between police and protesters to a war between gangs: without too many words I say that I wouldn’t dream of never to cowardly rage on people handcuffed, kneeling, stripped naked, or in an inoffensive attitude, with the precise intent to humiliate in body and mind… I am now used to feeling myself compared to provocateur, infiltrator, etc., and it’s hard, but be compared to a torturer in uniform, no… this statement is nothing short of revolting! It’s worthy of those who formulated it.

And then setting up a process for policemen and carabinieri [another Italian police force], just to remind us that we are in a democracy, means reducing everything to a handful of violent and insane people on the one hand, and on the other hand to cases of excessive zeal in the application of the code. This, in addition to being synonymous with intellectual misery, indicates the weakness of the reasons for wasting oneself in order to preserve the current social order.

From my point of view, prosecuting the police in parallel with the demonstrators means investing the so-called law enforcement forces with too important a role in the affair; it means taking away importance from the gestures made by the people who took to the streets to express what they think of this society, relegating everyone in their historical role as victims of an omnipotent power. Carlo Giuliani, like so many of my other comrades, lost his life for having expressed all this with the courage and dignity that has always distinguished those who aren’t subjected to this state of affairs and as long as relations between people are regulated by external bodies representing of a narrow social minority, he will not be the last. And since I am disillusioned and I attribute the right meaning to the word democracy, the idea that a representative of the established order is tried for having done his duty sincerely makes me smile. The State prosecutes the State would say someone rightly.

Surely there will be convictions and I will certainly not experience them as a sign of indulgence or fury towards us by the court. They will be evaluated, in any case, as an attack on all those who in one way or another will always have to put their existence at stake in order to upset the existent in the best possible way.
